I'm afraid you are wrong as YOU can buy another package on steam, the only version you cannot buy on steam is the standard if you already own it, as for the collection you can still purchase it, and last time i checked morrowind wasn't available to buy anywhere other than the crown store Buying on the official ESO website is the the best option in such a case, as you are allowed to buy a package containing the base game there even if you own such a package on Steam. Moreover, if you own any ESO package containing the base game on Steam, you cannot buy any other package containing the base game here.
